Apply for Hazlewood Benefits

To use Hazlewood benefits or to transfer unused benefits to an eligible child, you must meet eligibility requirements and submit an application/release form. 

Visit the Texas Veterans Commission Hazlewood Act site for your application and additional documents.

Veterans

You must:

  1. Submit the appropriate Hazlewood application,
  2. Provide proof (DD214) from the Department of Defense regarding your military service and nature of discharge,
  3. Provide proof of eligibility or ineligibility for GI / Montgomery benefits (Chapter 31, 33/Post 911) by requesting an education benefits letter from the Veterans Affairs (VA) office in Muskogee, Okla., at 888-442-4551 or on the GI Bill® website,
    • Required if you served after September 11, 2001
  4. Print out the hours used by going to Hazlewood Online Database,
    • Required every semester
  5. Contact the Admissions and Registrar Office to check on loan status. This takes 1-2 business days during non-peak periods; during peak periods it can take longer.

Legacy Act (Transferability Benefits)

You must:

  1. Submit the appropriate Hazlewood application,
  2. Submit your child's birth certificate and/or recent income tax listing child as dependent,
  3. Provide the DD214 from the Department of Defense regarding your military service and nature of discharge,
  4. Submit the Certificate of Eligibility for federal GI Bill benefits,
    • Certificates of Eligibility may be obtained by logging in to the Veterans Benefits and Care website.
    • If your final discharge is prior to September 11, 2001, the certificate of eligibility is not required.
    • Legacy recipients where the veteran's DD Form 214 has a separation date after September 10, 2001, and prior to August 1, 2009, do not need to submit a VA Certificate of Eligibility if the type of separation is listed as discharged or retirement (to include those medically retired, temporary or permanent).
  5. Print out the hours used for you, the student, and any and all dependents that have used and/or are currently using hours by logging in to the Hazlewood Online Database,
    • Required every semester
  6. Contact the Admissions and Registrar Office to check on loan status. This takes 1-2 business days during non-peak periods; during peak periods it can take longer.

Applying for Reinstatement of the Legacy Act

To request reinstatement of academic eligibility for the Hazlewood Legacy Act exemption, you must:

  1. Create a typed letter that answers the following questions:
    • What were the circumstances that prevented you from meeting our academic progress standards?
    • What actions have you taken to overcome these circumstances?
    • What action will you take to ensure you remain academically eligible for the Hazlewood Legacy Act exemption?
    • What are your long-term academic goals and how will you achieve them?
  2. Attach supporting documentation (Medical documents with medical release, employment documentation, legal documentation, etc.).
  3. Complete the Application to Reinstate Hazlewood Legacy Act exemptionListen (PDF will open in a new window) and provide documentation and Academic Success Plan, if applicable. (Incomplete applications will not be accepted)
    • You may be required to meet with a TCC counselor/career advisor to review your application and discuss your academic progress; an appointment may be necessary. An Academic Success Plan will be provided, if eligible.
    • Time Frame Students: If you are placed on suspension for time frame (attempting more than 150% of your published degree plan), you must also attach a degree plan signed by your counselor/career advisor.
  4. Submit completed letter, documentation, and reinstatement application to the Admissions and Registrar Office at the campus in which you are planning to enroll.

Reminders:

  • While ineligible for the Hazlewood Legacy Act exemption, you are responsible for all educational expenses.
  • You should allow up to 10 business days for a decision to be made. During peak enrollment periods, review of an application may take more than 10 business days.

Children and Spouses of Deceased/Disabled Veterans

If you are the child or spouse of a deceased/disabled veteran, you must:

  1. Submit the appropriate Hazlewood application,
  2. If a child: submit a copy of birth certificate or tax return indicating dependency on or after the time the parent died or became disabled,
  3. If a spouse: submit a copy of the legal marriage certificate or tax return indicating the marriage status to the veteran on or after the time the veteran died or became disabled,
  4. Provide proof of eligibility or ineligibility for GI / Montgomery benefits for both veteran and student (Chapter 31, 33/Post 911) by each requesting an education benefits letter from the VA office in Muskogee, Okla., at 888-442-4551 or on the GI Bill website,
    • Required if veteran served after September 11, 2011, and separation date is after August 1, 2009.
  5. Provide proof from the Department of Defense or from the VA regarding veteran parent's death or disability related to service,
  6. Print out the hours used by logging in to the Hazlewood Online Database,
  7. Contact the Admissions and Registrar Office to verify loan status with the THECB. This takes 1-2 business days during non-peak periods; during peak periods it will take longer.
